Basic Biographic Information

  Richard W. Hartzell and Roger C. S. Lin



Richard W. Hartzell was born in Dayton, Ohio, in 1951. He has a B.S. in Economics from the Wharton School, University of Pennsylvania, Philadelphia, Pennsylvania.


Roger C. S. Lin was born in Taiwan in 1950. He has a Ph. D. in international law from Meijo University, Nagoya, Japan.


Mr. Hartzell and Dr. Lin were introduced by mutual acquaintances in January 2005, and had a dinner in the Mandarina Crown Hotel on Tun Hwa North Road, Taipei. After a number of additional meetings and discussions they decided to cooperate on researching the international legal status of Taiwan.


In the Fall of 2006 they organized a group of Taiwanese people to sue the United States government in regard to its mishandling of the Taiwan question in the post WWII era. Their Washington, D.C. legal counsel filed this COMPLAINT FOR DECLARATORY RELIEF on October 24, 2006, in the United States District Court for the District of Columbia.
